Presiden Republik Indonesia Joko Widodo baru saja mendapatkan surat terbuka dari Amnesty Internasional Indonesia, Surat terbuka itu membahas hal yang berkaitan demgan penyiksaan dan perlakuan buruk oleh polisi saat terjadi kerusuhan pada 22 Mei 2019, yang terjadi di Kampung Bali dan daerah sekitar Jakarta Pusat yang tengah diselidiki.
Surat itu sendiri berisi beberapa hal di luar sangkaan, yakni berupa imbauan untuk Jokowi terkait prioritas penanganan masalah dan mereformasi kepolisian dan kepolisian.
"Kami mendorong Bapak Presiden memprioritaskan penanganan masalah ini dan mereformasi kepolisian dan pemolisian," kata peneliti Amnesty International Indonesia Papang Hidayat di kantornya, Jakarta Pusat.
Selain memprioritaskan penanganan masalah, mereformasi kepolisian dan kepolisian, Surat terbuka Amnesti Internasional juga memuat 6 imbauan penting lain yakni; melakukan penyelidikan yang segera, independen, tidak berpihak, dan efektif terhadap dugaan pelanggaran HAM serius oleh polisi di Kampung Bali dan wilayah lain di Jakarta. Termasuk penyiksaan dan perlakuan buruk. Temuan dari penyelidikan itu harus dibuka ke publik.
Amnesty Internasional juga meminta seluruh pihak yang terlibat dan yang bertanggung jawab, dituntut dengan prosedur sesuai dengan standar keadilan internasional. Tidak ada yang ditahan sewenang-wenang dan para tahanan diberikan akses bertemu keluarga, kuasa hukum, pengadilan, dan perawan kesehatan.
Selain itu, ada juga desakan agar Jokowi bisa memastikan semua personel kepolisian mengenal dan terlatih dengan baik menerapkan Peraturan Kepala Kepolisian RI Nomor 8 Tahun 2009 tentang Implementasi Prinsip dan Standar HAM dalam Penyelanggaran Tugas Kepolisian.
"Kami mendesak pemerintah meninjau ulang sistem akuntabilitas yang ada untuk menangani dugaan pelanggaran HAM oleh polisi," ujar Papang. Selain itu juga meninjau ulang dan mengundangkan segera KUHP dan KUHAP baru yang sesuai standar dan hukum HAM Internasional. “Perlu ada ratifikasi protokol tambahan kovensi anti penyiksaan.
