Kerja sama antar negara dalam urusan teknologi roket bukan hal yang mudah. Adanya prinsip dua kegunaan (dual use) dimana teknologi roket digunakan tidak hanya untuk keperluan sipil, tetapi juga untuk keperluan militer, dianggap menjadi hambatan negara dalam mencari mitra pengembangan roket.
Hal tersebut diungkapkan oleh Kepala Lembaga Penerbangan dan Antariksa Nasional (LAPAN), Thomas Djamaluddin saat diwawancara khusus oleh GATRA.com di Kantor Pusat LAPAN, Rawamangun, Jakarta Timur, Selasa (25/6). Menurutnya tren kerja sama pengembangan roket saat ini adalah dalam lingkup bilateral, bukan multilateral.
"Yang saat ini sudah membuka diri untuk membantu pengembangan roket kita, khususnya roket Sonda, adalah RRT (Republik Rakyat Tiongkok)," ucap Thomas.
Ia menyebutkan LAPAN dan Indonesia sekarang tinggal menyiapkan anggaran dan SDM, selanjutnya RRT akan membantu proses pengembangan roket untuk kepentingan penelitian tersebut. Kerja sama dengan Tiongkok tidak hanya untuk pengembangan roket Sonda semata, tetapi proyek tersebut akan berlanjut pada program roket selanjutnya.
"Nanti ada program untuk roket bertingkat, yang diharapkan nanti bisa melebihi target ketinggian kita, bisa sampai roket dengan ketinggian lebih dari 300 kilometer. Mudah-mudahan bisa secepatnya," tambah Thomas.
Dirinya menerangkan bahwa inisiasi kerja sama multilateral dalam pengembangan roket sebagai sesuatu hal yang berat. Persoalan teknologi roket yang selama ini berjalan hanya sebatas urusan biliateral. Kalau pun ada pengembangan teknologi antariksa yang memerlukan dukungan internasional hanya sebatas pengembangan satelit saja.
"Contohnya pengembangan roket di Korea Selatan. Booster atau roket pendorong yang digunakan mereka itu pada awalnya dari Rusia," ia menambahkan.
Kerja sama bilateral pengembangan teknologi roket sudah mulai dilakukan oleh beberapa negara. Thomas menyebut keberhasilan India yang semula bekerja sama dengan Rusia dalam hal teknologi roket, sekarang negara tersebut sudah mampu membuat roket sendiri. Bahkan India menjelma menjadi negara berkapabilitas antariksa tertinggi di Asia bersama Korsel dan Jepang.
